SPCC (Spill Prevention, Control, and Countermeasure) Plans

What Are SPCC Plans?

SPCC Plans are required under EPA’s 40 CFR Part 112 for facilities that store significant quantities of oil. These plans outline how a site will prevent, respond to, and control potential oil spills to protect water resources.










Tier I & Tier II Self-Certified Plans

Facilities with less than 10,000 gallons of oil storage and no individual tanks over 5,000 gallons may qualify for Tier I. Tier II applies when containers exceed 5,000 gallons. Both avoid PE certification if criteria are met.










PE-Certified SPCCs

For larger facilities or those requiring environmental equivalency, SPCC Plans must be certified by a licensed Professional Engineer (PE). We work with PEs to prepare, update, and certify compliant plans tailored to site-specific risks.
