What is Tier 2 Reporting?

EPCRA Tier 2 Reporting (Section 312) requires facilities to disclose inventories of hazardous chemicals to local emergency planning committees (LEPCs), state agencies, and local fire departments. The goal is to support community safety and emergency preparedness.

Thresholds & Exemptions

Most hazardous chemicals have a reporting threshold of 10,000 lbs, while Extremely Hazardous Substances (EHS) have much lower thresholds (as low as 500 lbs or less). Tier 2 reports are due annually by March 1st. Submissions are made through state-specific portals such as Tier2 Submit, Tier II Manager™, or state-run online platforms. We manage the process for you from start to finish.
